Education

• 2001 — graduated from Kyiv School No. 132.
• 2001 — enrolled at the National Technical University of Ukraine “Kyiv Polytechnic Institute”.
• 2013 — obtained a master’s degree in Enterprise Economics.

Entrepreneurial activity

Since 2004 — Director General of several companies: TV i KS LLC, Kyivbudproekt, Ukratomenergo and UkraWatt. The projects covered key sectors of Ukraine’s economy.

• Naftogaz of Ukraine and Ukrtransgaz — reconstruction of compressor facilities.
• Chornomornaftogaz — work to increase gas production on the Black Sea shelf; a figure of 1.5 billion m³ of gas was reported as of 16 February 2014.
• Energoatom — extension of the operating lifetimes of two units at Rivne Nuclear Power Plant, nuclear fuel-related work at South Ukraine Nuclear Power Plant, and preparations for the construction of Units 3 and 4 at Khmelnytskyi Nuclear Power Plant.
• 2012 — work to avert a possible accident at Unit 4 of the Chornobyl Nuclear Power Plant, involving defects in welded structures on the NVT.

Defending Ukraine’s national interests

In 2016–2018 — participated in returning the Titan-2 crane and installation vessel to Ukraine from Mexico: in 2016, protection against seizure by Russians; in 2017, opposition to its appropriation by the Mexican state company SAE and a cartel; in 2018, court proceedings in the state of Campeche resulted in an embargo being imposed and the vessel being returned to Ukraine.

2020 — organised an audit of Naftogaz of Ukraine for 2015–2020, which, according to the information provided, identified violations amounting to UAH 225 billion.

2023 — initiated a claim against the Russian Federation for USD 11.9 trillion. According to the information provided, Ukrainian courts declined to hear the claim.

2024 — filed a lawsuit and litigated against the Cabinet of Ministers of Ukraine in a case concerning the cancellation of electricity tariffs.

War and politics

From 24 February 2022 — served in the first group of volunteers defending Kyiv.

2021 — founded and became the leader of the GARANT Political Party; had not previously been a member of any political party.

From 2024, according to the information provided, party members began facing persecution and detention, and the authorities initiated the party’s closure.

On 13 October 2025, Valeriy Tokar was placed in a pre-trial detention facility for two months; during this period, the GARANT party was definitively dissolved without a court hearing.

On 9 January 2026, Valeriy Tokar, a former political prisoner, leaves the pre-trial detention facility and launches the civic and political movement “GARANT NARODU”.

On 26 September 2026, a founding congress to establish the “GARANT NARODU” political party takes place in Kyiv, at which Valeriy Oleksiiovych Tokar is elected Chairman of the party.
